Your telegram of 23rd November cypher as
provided under Ordinance winding up will be carried out
in the interests of expelled and interned aliens
it is not to proceed beyond what is necessary they are
in order for completion of current contracts and to
meet liabilities. Beyond that assets will be held
as desired by owners. Provision, made for cases of
insolvency of a similar kind to proceedings in
bankruptcy but there is no discharge as in
bankruptcy. Payment cannot be made enemy subject
without permission from me.
